Special Reading Initiatives
With the exception of the provinces of British Columbia and Manitoba, most Canadian jurisdictions do not offer a program targeting struggling readers in Grade 4. In British Columbia, the Changing Results for Young Readers program is a provincewide Ministry initiative designed to give every child the opportunity to learn to read through the use of resources and programs that teachers and school districts consider most appropriate in supporting student success. In Manitoba, which provides teacher support resources and professional development, Reading Recovery is offered in Grade 1. Beyond Grade 1, schools and school divisions provide their own support for struggling readers using various approaches. The province provides teacher support resources and professional development.
Initiatives outside British Columbia and Manitoba that support student literacy development include Prince Edward Islandʼs Reading Recovery program for students in kindergarten and Grade 1 and a reading intervention guide in Quebec for students ages 10 to 15. Available to school staff, this guide offers an intervention plan and accompanying proposals based on research.
